I don't think there is one . But that would be a great new feature!
Let me ask a couple of questions though. What do you need for your final result? Will it be an SVG with everything in one layer? Or will be you exporting a PNG, or saving in another file type, such as PDF? If you'll be exporting or saving in another file type, the layers will be automatically merged in the process.
If you need an SVG in one layer, this is the only way I know to do it:
-- Hide all but one layer.
-- Select All.
-- Hold Shift key.
-- Press PgUp key or PgDn key once for each layer that you need to move the selected objects up or down. If you watch the Layers dialog as you click, you can see the movement happen -- very helpful if there are a lot of layers. Also, if there's a lot of content in the layer (or a lot of filters, nodes, gradients) there may be some momentary delays while Inkscape works to move it all
-- If the layer is no longer needed, you could delete the layer (Layers menu > Layers dialog > select the layer, then click the minus sign button (-))
-- Reveal another layer.
-- Repeat until done

Maybe it depends on your Inkscape default settings, but, I've found that if you have all layers open and you click on Edit, then Select All in All Layers, that it will group everything on one layer.
Sometimes what I do is create a layer at the top, the select Edit/Select All in All Layers, the duplicate it, the click on group, that only groups the duplicate copy so I then move it to the new empty layer that I just created. That leaves everything on it's orig layer but also merges the copy, then I can export just the top layer.

Oh yes, of course! That certainly will work, and if there are many layers, certainly would save you some time. Make sure all layers are visible, then Select All. (Or use Edit menu > Select all in all layers, if some are hidden) Then Object menu > Group. That absolutely dumps everything into one layer!
