I've noticed in the new stable release version 0.47, behavior in Inkscape Preferences that is different from 0.46. I don't know if it's intended or not, and therefore whether it needs to be reported or not.
Whenever I make a change to Inkscape Prefs, the change takes place immediately. But until I reboot the system, I have to make the same change every time I open a new document (or reopen the original doc).
Kind of a pain either way

Hi Brynn,
That doesn’t seem to be the case on my system, using Linux. To check, I deleted the preferences.xml file to start from scratch, opened a new instance of Inkscape, made changes to my preferences and then opened a new document without rebooting and the preferences carried over and stuck.

And now, close that doc and open another one. Still the changes remained?
Maybe this is only a problem with Windows, I'm on XP Home sp3. I've counselled another member (or visitor, don't remember) about making a change to their Inkscape Prefs, and they had the same experience. They had to keep making the same change over and over, until they rebooted.
And just for the sake of detail, this has happened to me with a few different settings in Inks Prefs.

Yes they do. I deleted the preferences.xml file again and here’s the run down of my preferred changes I make in the Inkscape Preferences dialog.
In the Interface dialog I change the 3 icon sizes to Smaller.
In the Steps dialog I set Arrow keys move by: 0.5000 and Zoom in/out by: 120%
In the Scrolling dialog I tick both the Left mouse button pans and Mouse wheel zooms. I also set Autoscrolling Speed to: 0
Transforms dialog I un-tick: Scale stroke width.
The Rectangle, Ellipse, Star, and Calligraphy dialog all have changes made to them for Using this tool’s own style and take from selection, after I set them up the way I what them.
All changes remain as per your request to close the doc where I made the changes and opening a new doc without rebooting.
