wrong measures !

Good afternoon, someone could tell me if there is how to make a plant in Inkscape
and she knows just the right measures. For example, here I save a file with 4cm, it matters for example in the blender with svg 3.99cm Anyone know how to fix it, thanks.

Oh well that can be annoying for sure -though a +-2mm accuracy is hardly taken care in construction.

You can improve inkscape's numeric precision at the preferences (Shift+Ctrl+P), under the svg output tab, which may help.
On drawing new files, after reopening with the setting.

Inkscape can produce about 0,2 pixel inaccuracy with boolean operations, blender produces 0,00000x?
At least to my experience.
(For example if too many vertices are selected, the median's height differs from the actual position.)

How to solve it on blender's side?
You may scale the object to an accurate size, but then, which vertices would be at the right place.

Sometimes errors alike need to be ignored to move on.
