does it need a plugin? and how can it be created.

I'm not familiar with Visio or any of its features. You can use Inkscape to make a flowchart, but there are probably some features that Visio has, that Inkscape doesn't have. Anyway, as far as I understand what a flowchart is, Inkscape can do it quite easily.
You would use the Rectangle or Ellipse tool to make the boxes and circles (or even Star/Polygon tool for something fancy, lol). Then you can use the Pen tool to draw the lines in between them. Actually there is a Connector tool which is meant to be used to draw the connecting lines. But I find it difficult to use, and prefer to just use the Pen tool. To make arrow tips on the end of the lines, you would use Object menu > Fill and Stroke > Stroke Style > Markers. If none of the existing markers suit your needs, you can make your own (draw them, then use Object menu > Object to Marker.) Then of course you can use the Text tool to write the text.
Oh gosh, I just noticed that you've posted in the Programming forum. Do you want to make the flowchart using some kind of code (as opposed to with the user interface)? I'm afraid that I can't help with that. But I'll go ahead and post my reply, in case you put the message in the wrong forum.

I don't know Visio, but as far as I understand, it is a diagram-drawing program, is that correct? In that case, I suppose it has many features about that that Inkscape doesn't have, just because Inkscape is meant to be a generalist software. Everything you do with Visio can be done with Inkscape, but you'll have to know that it can be harder because Visio has specialized features that Inkscape doesn't have.
It's like Sketchup vs. Blender to make an architectural design: it will be way more easy with Sketchup because architectural design is Sketchup's main goal while Blender will be hard to use because it's a general purpose 3D drawing software that lacks architecture-specific functions.
