I have tested 3 layers without success. Putting the objects with PageUP/Down also don't work.

Hi.
Not sure about your filtering - so I removed it for now. Put all in one layer and got the requested z-order. Because of transparency of the gradient from the trees on the right side I made a duplicate - filled with opaque white placed right behind the trees.
