As title says, when I open an .eps I have created in Inkscape, there is a white background around it... tried to change document properties (which already seemed to indicated a transparent background), but no luck... a white background persists. How do I save vector images with a transparent background? (must be in a format that open office Draw can use) Thank You!!!

Your title may be a bit misleading; I overlooked it myself since I'm not familiar with OOD. But after reading it, realize it's more about Inkscape. I'm not sure that I can answer it, but my reply will bring your topic back to the top, and hopefully someone who knows more than I, can give you a definitive answer.
First, the white background... I've not used Open Office Draw, so forgive me if this is simplistic. You know in Inkscape, that the background is transparent by default, but that Inkscape does not display the typical checkboard pattern to indicate transparency. I just want you to be sure that if OODraw is the same, that you've checked the image properties (or Doc Properties, or whatever it's called in OOD) to know for certain that it's not transparent.
Still in "first grade" for me, I'm not familiar with EPS, but again, just want you to confirm that EPS supports transparency. If not, or if we can't get EPS to work, then I would suggest using PNG. I'm certain PNG supports transparency. Again, not knowing OOD, not sure if it supports PNG. But PNG is a very common file format, and I suspect that it is supported.
Once finishing the image, Save as SVG if you like or need it in SVG format. Or if EPS supports transparency and is your preferred format, Save as EPS. As long as you have Doc Prop > Background set to 0 Alpha (the bar is half solid white and half checkerboard), the background WILL be transparent when you open in OOD, Inkscape, and/or when you upload to internet. The background will still LOOK white in Inkscape, and maybe in OOD, but it really IS transparent.
Otherwise File menu > Export bitmap. Contrary to what seems obvious, this does not create a BMP file -- it creates a PNG file! PNG definitely supports transparency and most likely is supported by OOD. Export won't change the file's format, like if you used Save as (which you can't for PNG)(the Cairo PNG format doesn't support transparency). It will save a PNG version of your file to the directory you choose. Note that there are many settings in the Export bitmap dialog. Usually whatever is prompted, or already selected in the dialog, should be sufficient. But do double check
(proper dpi is 90).
