Did it dissappear from inkscape 0.92? I did not find it in the release notes, and I don't have it. This one:

The gradient mesh tool is new in 0.92. So that's just a new tool.
Are you using Inkscape on a Mac perhaps? I think I read there was some problem installing Inkscape on a Mac where the Paint Bucket tool was....well I'm not sure - missing or broken or something.
I'll wait to provide further info until I'm sure which kind of system you're using. Also, which installation method or download file did you use?

Additional: if your screen isn't high enough, click on the little arrow icon at the bottom of the tool bar, to see the tools that do not fit the screen.
Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!

Thanks for the replies. I'm using chakra linux, with the package provided by the distro. My screen is high (1920x1080), and there is a lot of space after the last tool (which is "create diagram connector").

Okay, then this is most probably a packaging error in chakra linux (if you're using Inkscape 0.92).
(actually, it's also missing in my own, self-compiled version, now that I have checked...)
Now, it could eventually help to install potrace / libpotrace, if, and only if, the packager has compiled Inkscape with it, but forgotten to add it as a dependency (but I don't have much hope for it).
If you have installed libpotrace / potrace, and it still doesn't work, then you'll need to definitely make a bug report for chakra linux, or you can try to compile Inkscape yourself (from source), after installing libpotrace-dev and potrace (and all the other dependencies).
