Is this a bug (incomplete export to PDF)? [SOLVED]

Attached SVG-file, upon export as PDF, is incomplete (the "fingerprint marks" are missing in the PDF). Is this a bug or am I doing something wrong?
Inkscape version 0.91 r13725 on Windows 7.

Try exporting again after removing the thin strokes assigned to the fingerprints (they are already outlined (stroke converted to path), and the miniscule stroke width still applied does not really contribute to the visual appearance, but seems to trigger the cairo problem tracked for inkscape in bug #1174909).

Indeed, setting the "Stroke paint" to "No paint" results in a correct export.
Also setting the Stroke Width to minimum 0.060 (or thereabouts) results in correct export.

Should I report this as a separate bug? Or add a comment to bug #1174909?

The issue has already been reported and confirmed both for Inkscape and for cairo - adding comments won't help getting it fixed upstream in cairo faster (AFAIU there's nothing which could be done in Inkscape itself to address this - the problem is exposed as soon as Inkscape (version does not matter) uses a more recent version of cairo (>= 1.12.4 if I remember correctly)).

Windows users who install the 64bit version of Inkscape will be affected (it includes cairo 1.14.1), whereas 32bit packages of Inkscape include (outdated) cairo 1.11.2 which will likely export those paths ok (but have other bugs).
