"scan into Inkscape"?
Do you mean you have an image in your hands that you want to be able to open it in Inkscape? You would have to save it on your hard drive using a scanner (hardware). Then right-click and Open with Inkscape.
Or else maybe you're looking for Trace Bitmap, from the Path menu?

i think he means that he has a physical image , he want to use inkscape to scane it with scanner

Inkscape doesn't have TWAIN support, sorry. It has been requested though - https://bugs.launchpad.net/inkscape/+bug/171843
