Does Inkscape have some API, to draw svg image on web site, using.html

No, it doesn't. But you can export to html canvas, as far as I know. You'll need to do some research there, I think someone wrote an extension for it - never tested it.
Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!
