I seem to be having this problem and was hoping someone could help me!
I tried doing as this video shows (http://www.youtube.com/watch?v=wVH55l2T1rI&feature=email&email=comment_reply_received)and I get completely different results.
Instead I get the results shown in this video...http://s187.photobucket.com/albums/x216/tristanmichaelflint/?action=view¤t=inkscapefiltersnotworking.mp4

Please be aware that you decided to use unstable development versions - the usability of those can change with every revision and issues in older ones might not exist in newer ones, which on the other hand might have new quirks in different areas. With current r10612 on Mac OS X 10.5.8 (and r10508 as well as r10513 - those I still have archived) I cannot reproduce what you show in the screencast (the preset filter effects work as expected). So possibly this was an earlier regression limited to windows builds and not reported to the bug tracker (I can't find any report about such a unexpected results) or related to some other settings on your system? I failed to find any option or preferences settings within Inkscape which would cause it to render all filters in such a way (not by reducing filter quality settings in the preferences, nor by adding a blend mode to the current layer).
Maybe someone on Windows still has that build around (r10509) and is willing to test various preset filters on a scaled ellipse (100px) with red fill and no stroke?

Yeah sorry, I just didn't want to watch 2 videos, and know there are many others who would.
I'm on Windows 7, 64-bit, with Inkscape stable 0.48.1. I'd be glad to test if it's an appropriate version for ~suv ("around (r 10509)")

So it seems apparent that because I was using the development version, the Filters would not work correctly!
I took that out and put in the current stable version 48.1 and all is working fine~
