I have searched youtube, and cannot find anything relevant to this. I have watched a few hours of irrelevant videos on the subject as well, going from video to video, hoping to find the answer.

I have tried and tried it in inkscape, and cannot seem to move a photo around in the document. At first when I import, there seem to be handles around the photo, and I can resize the image. But after that, I can't move it at all, and it doesn't appear in the layers list. What am I doing wrong?

In the layers list, make sure that all layers are unlocked (the padlock icon is open).
Unlock all objects in the drawing with 'Object -> Unlock all'.

If these hints don't help, please upload your svg file here, so we can take a look.

Sounds like you might have "opened" the bitmap to begin editing, rather than importing the bitmap into an existing Inkscape document.

If you "Import" the bitmap image into an existing Inkscape document, it will reside in the active layer.

I unlocked the padlocks, and it was in the fourth layer up. I just didn't see it as it is not named in the layers. Thanks Moini, tylerdurden!
