Is there any way to use specific numeric values for the linked offset tool?
I can't even find a way of seeing what the actual offset value is when creating the offset.
Ideally, I'd like to be able to specify (for example) a linked offset of .25 inch.
If I can't enter it numerically, it would be good to at least see what the current offset value is so that I could try to drag it to the desired size (wouldn't be exact, but depending on zoom level may be close enough) - is there any way to see what the current offset value is while dragging?

With the linked offset selected, open the XML editor (Shift+Ctrl+X). The offset is shown there as inkscape:radius.

I don't think so. But if you keep the XML editor open while dragging, the inkscape:radius value will update whenever you let go.
You can also change the inkscape:radius in the XML editor, but this causes Inkscape to go into an inconsistent state (because the offset no longer accords with the SVG path). However, you can get it back into a consistent state by dragging the node (and if you set a guideline first, you can drag it to more-or-less the required position).
