Effects menu in Windows for Inkscape Portable 0.48

Effects menu in Windows for Inkscape Portable 0.48

I can't find an effects menu in windows for Inkscape portable. No output is displayed explaining the reason. In theory python is setup along with inkscape

The 'Effects' menu had been renamed to 'Extensions' back in Inkscape 0.47, when a new menu with presets of SVG filter effects had been added, to avoid confusing script-based extensions with filter effects.
