Is it possible to remap the keyboard shortcut for panning the canvas?
I'm using Inkscape 0.91 on Mac OS X.
Currently, Inkscape uses Ctrl-Arrow [Left,Right,Up,Down], but I have that mapped to switch between Mac OS X Spaces. I've been using it that way for too many years and it's 2nd nature now, so I'd rather not change the Spaces shortcut.
I'd like to remap Inkscape to use Shift-Ctrl-Arrow [Left,Right,Up,Down].
I looked through the default.xml, but couldn't find where panning the canvas was mapped, so it must be somewhere else?
Assuming it CAN be overridden by using default.xml, how do you map something to one of the arrow keys? I couldn't find any examples in default.xml that used arrow keys.
Is anything else already using Shift-Ctrl-Arrows? I couldn't find anything in default.xml, but that doesn't appear to be the only place keyboard shortcuts are defined.

You can also set keyboard shortcuts via Edit -> Preferences -> Interface -> Keyboard shortcuts. There, to set a new shortcut, you'd only need to press the key.

I was afraid that might be the case. Do you know if there's a specific reason the "Pan Canvas" keyboard shortcuts are hardcoded? Is that something that just can't be configurable? Or it just hasn't been done?

No, sorry, I don't know about the reasons for this.
In any case, I think you should make a bug report (feature requests go there, as well), even if just to find out.
