How to specify set coordinates for a text box and an image relative to a rectangle

How to specify set coordinates for a text box and an image relative to a rectangle

That text box and image should be "locked" to that rectangle on fixed positions.

Searching web and exploring Align and Arrange tabs didn't help.

How can i do it?

It's not entirely clear what you would like, but grouping the objects together will allow them to move/transform in unison.
