Hhmm, the SVG file you shared doesn't have the dark blue background, or any text either. The AI file, opened in Inkscape, does have a black background, and some text, but doesn't look anything like your original screenshots.
In the SVG file, the status bar says the circuits have a filter applied. And it is a Blend filter....specifically Multiply. So that explains the behavior that you're seeing. You should be able to do Ctrl + a (select all) and then Filters menu > Remove Filters, and that will stop the behavior that you see.
To be able to change the color or transparency of the circuits....hhmm. Ok, I see how it's made.
First, Ungroup that first massive group of 609 (or something like that). Just Ungroup once for now. Deselect everything. Then select one of the green ones. Ungroup that until you see the status bar says "Path....." (probably it will just take one more click of Ungroup, but I haven't tested every single one)
Now, with that selected, go Edit menu > Select Same > Fill Color, and that will select only and all the green ones. And now you can change them to whatever you want.
