Specifically how are you trying to open it? Like for example, do you find it in the file manager and double-click on it (or right-click > Open)? Or do you open Inskcape first, and then use the Open dialog, or maybe Open Recent?
I see from the file path that you have it stored on the desktop. That's probably not the best place to keep it, for the long term. The Pictures library is made for storing images. Although, I don't think that could be causing this problem. But maybe if you've recently moved it to the desktop.
Sometimes I've seen that when I've moved a file and Inkscape couldn't find it. But if you've renamed it, at least you know where it is, even if Inkscape didn't. But there are a few, maybe several reasons for this error message.
If you've tried a few different ways to open it, but still no luck, you're welcome to share the file with us. Some of us can identify if the file is corrupt, and how bad, and have an idea whether it's fixable.
