I've restarted Inkscape several times and It would be better if I remembered to upload the file, wouldn't it?

Does enabling snapping to smooth nodes help?
Or zooming in?

It does snap for me, with both layers, in Inkscape 0.92.3.

I think there is an automatism that disables snapping when there are too many nodes to snap to too close to each other... Not sure if that comes to play dependant on the zoom...

Also check your settings in Edit > Preferences > Behavior > Snapping.

I guess it will snap to a node but not to a line.  Zooming doesn't help.  A lot of my line endpoints are snapped to lines so I know it was working before.  I'm not sure if it would snap to a node when I first asked about snapping but it will now.

In that case, enable snapping to paths. I remember from this morning that it was deactivated in your file.

If the file retains the settings then you are mistaken about snapping to paths being deactivated in the file I uploaded.  I downloaded the file I originally uploaded and looked at it and it appeared that snapping to paths was activated.  When I tried it would snap to a path or a node in layer 1 but only a node in layer 2.

 I just remembered that this behavior started after I moved the parts to their different layers and combined their paths.  I just now broke apart the paths on layer 2 and snapping to path started working.  Is there a reason why it is behaving that way (that you know of?)

Yes, sorry, I confused snapping to path segment midpoints to snapping to paths in general. Btw. it seems that the former also doesn't work here... :-/

So, the bug description is now:

snapping cusp nodes to paths does not work with *this exact* compound path (I just tested one with two subpaths - you might want to test some more) (and it doesn't have anything to do with the transform that was applied to the object, nor with the layers).

Can you look at https://bugs.launchpad.net/inkscape if there is already a report for it, else make one?
