I can't answer that myself, and I haven't seen the person who usually knows what those tracebacks mean, today. If she hasn't replied by tomorrow, we'll have to
contact developers.
However, I just upgraded to 0.92.3 myself, and I can access the manual without any problem. But, I didn't install it (technically) and instead I downloaded the 7z version. So if you're in a hurry, you could grab the 7z version, extract, and be good to go in 5 minutes.
When you installed Inkscape, did you see an option in the installation process, offering to update Inkscape over top of your previous version? It seems like I heard that's causing a problem with python. I don't know if that update option is still being offered, because I don't see it, when I try to install the exe version. But if you used that option, you could uninstall, and reinstall without using that update option, and just reinstall entirely. That might fix it.
But otherwise, we'll see what Moini thinks, when she returns
