First, I should say that I'm not very well informed about proprietary colors. It sounds like you would need a pantone color chart, to look it up. After some brief searching, I've only found this:
http://pantonecolors.org/Possibly the reverse would be more helpful. But I'll have to leave that for someone else to search out.
In my brief searching, I saw Scribus mentioned a few times. I didn't read enough to find out exactly what connection there is between Pantone color and Scribus. But in any case Scribus is a free and open source desktop publishing program.
