I'm currently using Inscape v0.92 on Linux. Recently I often accidentally change settings by scrolling in  the menu. When I scroll to a different menu section (e.g. from Transform to Align) and the mouse happens to be over a drop down, it will change the settings instead of just moving to a different section.

This is really annoying and it causes offsets, wrong sizes etc.

Is there a way to disable the scrolling within a menu (drop down, selections, etc.)? And just have scrolling on the canvas and up/down the panel

I used to work on Windows and never noticed this being an issue.

Welcome to the forum!

No, I don't think there's any way to disable scrolling in certain areas.

But I'm curious how this seems to happen easily in Linux, but not in Windows?  Have you figured that out yet?  How does scrolling work, if your mouse isn't over a scrollbar?  Or do you mean just moving the mouse?

Hhmm, at first, when you said "menu" I thought you meant inside the dialogs, because some dialogs have dropdown menus.  Or like if you had a few docked dialogs open, so that a scrollbar is showing in the docking area.  But now I'm not sure what you mean.  I'm not even sure if "scrolling" is technically what you mean.

Do you know how to make a video, to show us what happens?

Are you scrolling with a mouse?

I scroll with a mouse, and I have had this problem before.  I just have be conscious about where I leave the mouse.  Whenever I pause, or take my hand off the mouse, I make sure it's over an empty area of the canvas.

But if that's not it, please try to clarify what's happening, like with a video if possible.

There's a bug report for it here: https://gitlab.com/inkscape/inkscape/issues/31 You can voice your support for it there, or give further info, or just subscribe to it.
