I would like to know if I could create a circle and break the circle apart into several independent vectors.

I am looking at extracting info from the svg similar to the following, but in a much more accurate way.
<path
     style="fill:none;fill-rule:evenodd;stroke:#000000;stroke-width:1px;stroke-linecap:butt;stroke-linejoin:miter;stroke-opacity:1"
     d="m 310,210.79999 5,-5 10,0 10,0 5,10 0,10 0,10 0,15 -5,15 -5,15 -10,5 -15,5 -5,-10 -5,-15 -5,-15 5,-10 5,-15 10,-15 z"
     id="path4156"
     inkscape:connector-curvature="0" />

Welcome to the forum!

Oh yes, of course it's possible to break a circle apart, and break apart not just accurately, but precisely.  However, I'm not really a code user -- I use the graphic interface exclusively!  If you could show us the image which is created by that SVG code, we can tell you how to break up a circle using the interface.

And after you do that in the interface, you can get the code from the XML Editor.  Inkscape writes the code at the same time as you work on the canvas.

(If it were possible to paste code into the XML Editor, I would do that, and then I could see the image.  But unfortunately, it's not possible.  I don't know why, and actually I've been meaning to ask.  I'll put it on the list  :))
