Even if you try to import an SVG, Inkscape does actually open it. So I don't think it matters which way you do it. At least that's been my experience.
It opens correctly for me as well. I don't see any obvious reason for the problem you've shown, and I can't think of any explanation. Please tell us about your operating system and Inkscape version.
I'm not familiar with the Noun project or program, so I don't know how it works. But theoretically, if it has an export option, separate from saving as SVG - and if you exported to some other format, before opening in Inkscape - maybe there's an explanation somewhere in that scenario?
Hhm, I notice in your screenshot, Windows Explorer is offering to to search a folder (or maybe drive) called "Search and Rescue". Are you recovering from some crash or malware, or is that just coincidence? Your screenshot of Inkscape sure looks like a corrupt file! But that doesn't jive at all with us being able to open the file properly, or it being displayed in a browser correctly. Very mysterious!
