Is there a way of resetting the program back to original settings without re-installing?

Yes. 

1 -- Close all files and instances of Inkscape. 
2 -- Delete this file:  C/username/AppData/Roaming/Inkscape/preferences.xml
3 -- Re-open Inkscape

I have a feeling this might not solve your problem.  I always get that feeling when people ask a question without any explanations.  In any case, if it doesn't solve your problem, please provide as many details as possible, including SVG file which is showing the problem (if there is one).

Many thanks Brynn and as you say it did not fix the problem. I am following a youtube video which is creating a flourish using the Bezier tool with Spiro and Triangle in selected. I am having problems with resizing the width using the Pattern along path on the path effects control (shift+ctrl+7). When I increase width it does not resize. I thought I may have had a tool selected wrong, hence trying a reset. I have attached the svg and a screen clip which I hope helps you in putting me on the right control

Perhaps you could remove one of the path effects? You've got two that change the width - Power stroke and Pattern along path. You only need one.

Following on to my previous post about creating flourishes and not being able to change the thickness of the object when using Bezier/spiro/shape:Triangle In or Triangle Out. There are numerous posts on Youtube on how to create flourishes but everyone I have looked at apart from the last are for older versions of Inkscape and the way of changing the width of the object is different in the latest version. From this video I have learnt that the way to change the thickness of the object. When you have created your flourish use Path Effects from either the Path menu or shift+ctrl+7. You should see the Power Stroke edit option select this and set the options to the the screen clip if they are not the already set like this. Then click on the node tool in LH menu and you will find the object has Pink Squares as well as the normal nodes. It is dragging these pink nodes outwards that alters the thickness of the flourish, Obviously opposite ends depending on Triangle in or out. Once you have got your flourish right you select Path/object to path or shift+ctrl+C to create leaf ends or other tweaks along the path.  Hope this helps others as it took me some time to find out how to do it.
