Basically, all of my guidelines become unlocked each time I close a file and re-open it, or if I do a 'save as'.  When I reopen the file, normally all guidelines are unlocked.  Sometimes they become unlocked while drawing for no apparent reason to me.

I've checked the manual, and it does not mention locking, and a search of the forums has not brought up other people's issues, so not sure what the deal is (probably me).  Am using .92 on Win 7.  Not sure if this is a bug or if this has always happened.   It's really frustrating to be drawing only to realize later that your guideline moved.

Yep, after quick test, I can reproduce that.....well, the part where they're unlocked when you re-open the file.  I'd have to make locking guides part of my workflow, to be able to test what makes them unlocked otherwise.

Interesting.  I see that you can still select a locked guide (by double-clicking).  Like if you needed to change its position.  Or I guess that's how you would unlock them.

For the part where they come unlocked during drawing, that would probably be a bug.  Although it would be better if you could figure out how to reproduce it, before you report it.   I'm not sure whether it would be a feature request or a bug, but I'm guessing that keeping them locked after closing and re-opening is something you'd have to ask for.  Did you search in Launchpad yet?

I know there's an extension for creating guides, which as I recall was added to Inkscape just before the built-in guides got a bit of an upgrade.  But I don't see a lock feature in that extension.  There might be a 2nd extension though.  Let's see if I can find out....

Oh wow, there are 2 extensions for creating guides, besides the one that comes installed (Extensions menu > Render > Guides Creator).  Although again, I don't see any locking feature there.

Hhm, ok I think this 2nd one might be the one which is now installed, because it has the same name.  But who knows, maybe not.  In case you want to investigate:  https://github.com/Ale-/inkscape-gs

(And there's another extension which will delete all guides in one step.  But I doubt if it has locking.)

I think I might have made a feature request for guides to be assigned to layers.  And if that came to be, the guides theoretically could be locked with the layer.  But I'd have to search to be sure I actually made the request.  I think I just asked about it on a mailing list, but decided not to make the report on LP.

Brynn, thanks so much for finding out all that info.  It never really dawned on me that these are simply extensions that get added and changed with each upgrade.  Maybe .92 had a diff ext, from what you said.  I don't use guides a whole lot either, but they are invaluable when creating a font! 
Yes, you double click on guides to bring up their property box, and you can move them using the transform xy info while still locked, to move manually (grabbing it) requires them to be unlocked. 
I was going to ask about guidelines being diff for each layer, that would be a great feature.  Let's hope they do it. 
Truthfully, I rarely go to Launchpad, I guess I need to get my feet wet there at some point.  While I use Inkscape a lot, there are some areas that I'm still not advanced enough in,  so never quite sure if I should be there with open mouth unless I run it through you!  As always, thanks for your indepth skill, knowledge, and sharing it.

update:  went to the bug link in Brynn's thread (in Launchpad), added a comment, and clicked on the 'affects me too' link.  Noticed this is a low importance item.  Looks like they think it was fixed in reading the last comment before mine. Therefore, if there are people who use guides and can reproduce the issue, please click on Brynn's Launchpad bug link - and even clicking on the 'this affects me too' link will help it get noticed/fixed.
