When I click to "Export PNG image..." menu item, it doesn't do anything.

Is it a bug?

Welcome to the forum!

Are you saying that the dialog doesn't open?  Or are you saying that nothing is exported when you use the dialog?

Sorry for not describing perfectly.

The dialog doesn't open at all when I click to "Export PNG image..." menu item.

There's a good chance that it's opening inside the docking area, which is on the right side of the Inkscape window, and just to the left of the Snap control bar.  Here's a screenshot of what that looks like.  See the red rectangle:

If you don't see the dialog docked, it might be sort of minimized there, or reduced to a tiny icon with some text.  Here's what that would look like, in the red rectangle:

Click on the text to open it.

You don't have to have it docked.  If you'd like it to be floating, place your mouse in the green rectangle and drag it to the left.

If you still don't see it, there's a chance it's opening off the screen.  But I haven't heard of that happening in Windows for a while.  So I'm guessing it's probably docked.

Or possibly something went wrong when you installed Inkscape.  But let's not worry about that yet.  First let us know if you find it in the docking area.

Unfortunately it is not docked.
Simply nothing happens.

Are you using a dual or multiple monitor setup?  Or were you recently, with this computer?  Or changed your resolution or screen orientation?  If so, it's probably opening somewhere off the screen.

Is this the first time you're trying to use this dialog?  If you've used it before, do you normally have it floating?

There is a way to bring it back onto the screen.  But it's been so long since we've seen this problem on Windows, that I don't remember the steps anymore.  I'll have to search.

Anyway, let us know about the monitor situation.

Yes, I use DUAL monitor setup.
I minimized all windows, but no dialog window appears or neither monitor when I click the "Export PNG image..." menu item.

I tried to click the "Save as...", "Save a copy...", "Import..."menu items, they show dialog window.

So only the "Export PNG image..." menu item has problem.
May related to Python setup?

If you used a python setup that's different from how Inkscape wanted to do it, that could be the problem.  But if so, I would think all, or at least more of the dialogs would be affected.

First, let me find the instructions for finding a lost window.  I'll be right back.

Oh gosh....  Inkscape has changed since the last time I had to deal with this.  The instructions I had last time won't work.

I've found a couple of pages which provide a multitude of tricks, some depending on which Windows version you have.  Not all of them will work for you (because Inkscape doesn't show the dialog windows in the taskbar) but I'm sure that some of them will work.

Why don't you have a look at them, and if you feel comfortable, just give them a try.  If you don't, let me know, and I'll try to walk you through some, until we find it.  There's one in particular that I think will work, but there are also easier ones, that you might prefer.  Some are also more involved than I would like, so I would understand if you didn't want to try some of them.  For example, changing the resolution and hoping that will let you see it - that's a bit much for me.  Also, I would not like to cascade all my open windows, but you might not mind. 

Anyway, let me know if you need more help.

For deleting, do:

- note location
- close Inkscape
- delete file
- open Inkscape again

Thank you very much!

Deleted preferences.xml.
After starting, loading an SVG, then exporting to PNG now displayed the docked dialog.
The export was successful!
Perfect!
