I have 2 paths. When I use Path -> Union I get strange lines. How to get the exact union?

Union results in closed paths. Your original paths are open.
Try combining the two objects together instead (Ctrl+K).

When I use Power stroke on combined path, first path has been cut away

Oh a powerstroke. Combine the paths before adding the path effect. And join unconnected start-end nodes of the subpaths.

If boths have a path effect beforehand, convert them to paths and make a union (Ctrl++).
