Are the Macros or Actions in Inkscape?

In Photoshop you can create an action which will perform a set of chained tasks i.e. scale -> change saturation -> save as

Is there similar in Inkscape?

Not like that, no. You would need to write an extension for this, or use some software that does the clicking on the canvas for you.
