In a recent post, I have worked through the decision to use the product TuxPlot as a middle software to interface between my Linux Mint 17.1 machine and a new UScutter SC 801 vinyl cutter.

Everything works as advertised and I am happy with where I am at.  I have taken several Youtube tutorials on Inkscape and have the basics down.  I can draw things, plot them.  What I am looking for now is a tutorial to help me understand the how to create objects, control their order of print/cut and pick the pen up at the right time.  If someone can point me in the right direction I would greatly appreciate it.  I have viewed a few videos, but only "do this" "do that" and I don't understand the foundation that will allow me to do more complex things.

I'm not aware of any tutorials specifically for Tux Plot.  You might be able to contact the author of the tutorials that you have seen.  They might be willing to answer your questions.  Or who knows, maybe they will realize there's a need for a different kind of tutorial, and make one?

We can help you with how to create objects, in general.  And I assume that the pen is picked up when it reaches the end of the path it's cutting.  But related to how to cut things in the right order, etc., it might be that your questions are so general, that Timewaster could help, even though he might not be familiar with Tux Plot.  Maybe you could contact through his site?  https://www.timewasters-place.com/inkscape-and-plotters-the-3rd/  Or I've seen on IRC sometimes.

Tux Plot has this ability already.
It will plot in order  Black. Red, Green, Blue, Cyan, Magenta, Yellow stroke/outline colors.
For example:
 I have a sheet of silver mounted in my engraver and I want to drill holes, cut out design sections etc. then cut the perimeter of each silver earring after the internal cuts and drill holes, I simply use in Inkscape the line colors that Tux Plot cuts in order leaving the perimeter cut to something like magenta (last color Tux Plot in this particular job).

This applies to any cutting device Tux Plot will use, vinyl cutter, cnc machine, engraver etc.
Search youtube for Tux Plot , there is a video on "nested cuts" showing this simple cut order.
