Hi!
I am new to Inkscape.
I want to draw Fig. P13.78 from Pytels Dynamics.
I want to visualize the forces acting on the particle for better comprehension

If you would like to create an image inkscape is the way to go and the way Brynn has put forward is a good start. I understand inkscape does do animation with some extentions needed.

Failing that Synfig or Blender are both perfect options for 'illustrating' a view of an external force on an object.

Hi.

It's not really a problem one can give the ultimate solution.
For the labeling, use the text tool (F8, for text settings Shift+Ctrl+T).
For setting fill and stroke styles in general, use the fill and stroke panel (Shift+Ctrl+F).
Most of the drawing will consist of paths with no fill but a black stroke, and maybe two markers.
Things can get more complicated if you are after specific needs like a custom arrowhead marker or a custom dasharray. I would go for those as well but that's not necessary to draw that image.

Frankly the only two parts I can think may need help is drawing a cylinder or drawing a helix.
The first can be drawn from an ellipse with the motion or extrude extensions or even manually in a few clicks (I'd use the polygon tool for this and manual construction).
For drawing the helix I'd use the parametric curves extension, like in this image:
