Yes, I have heard that Irfanview is good for converting a wide range of formats. But I'm not sure if it can handle SVG. I tried to look on their website, to find a list of supported formats. At the top of the homepage, it lists many formats, with "..." at the end, implying it can handle even more formats. But I can't find a list on the website.
I did specifically search their whole site for SVG, with no results. I didn't search for EPS. Oh, but EPS is in the list. Anyway, I would suggest that starting with a vector file (EPS) would achieve the best results. GIMP can handle SVG, which is why I suggested it. Also, it's open source. (I think irfanview is free, but not sure about open source. I think it's all one guy.)
